TOTAL SANITATION CAMPAIGN

(A SUCCESSFUL CAMPAIGN IN SOUTH TRIPURA DISTRICT)

  1.Why TSC?

A direct relationship exists between water, sanitation and health. Consumption of unsafe drinking water, improper disposal of human excreta and lack of personal and food hygiene have been the major causes of many diseases in developed countries like India. High infant mortality rate are also attribute largely to poor sanitation. It was in this context the central Rural Sanitation Programme (CRSP) was launched in 1986 with the objective of improving the quality of life of the rural people and to provide privacy and dignity to women. The concept of sanitation was earlier limited to disposal of human excreta by cesspools, open ditches, pit latrines, bucket system etc. Today it connotes a comprehensive concept, which includes liquid and solid waste disposal, food hygiene, and personal, domestic as well as environmental hygiene.

2.Base line survey

TSC was launched in South Tripura District during the month of July, 2002.with the objectives as stated above. A base line survey was conducted to identify the BPL & APL families having no scientific toilets and to verify the health & hygiene condition of the people of the District. Other institutions like Anganwari centers, Balwadi centers, PHC’s; Schools having no toilets also were identified through the base line survey. Base line survey reveals that totalNos. of tergated families, School & Anaganawadi Centres are as follows

H           BPL- 1,03,273 Nos.

H   APL- 44,116 Nos.

H           Schools- 597 Nos.

H           Anganawadi/ Balwadi Centres- 549 Nos.


The survey also revealed that awareness regarding health and hygiene in the District was also very meager.

3.Strategies of implementation

South Ttripura District started functioning on TSC with a goal of achieving 100% Sanitation coverage all over the District by the end of September 2003. Attempts have been taken to aware masses in general through IEC activities as follows: -

A)  Door to door publicity by the block level workers, SHG’s, motivators, members of NGO’s, social workers etc.

B)  Distribution of booklets, leaflets, calendars etc. on TSC among the beneficiaries and display of posters, vanners, signboards on the prominent places.

C)   Organizing of competitions on various aspects like song, debate, sit and draw, drama etc. on TSC among the school students.

D)   Distribution of audiocassettes on TSC in the panchayates.

E)   Organizing of street drama, street songs etc.

F)    Arranging active participation of leaders.

The strategy is to make the programme community led and “ People centered “. A demand driven approach is adopted.

4.Monitoring

To monitor the functions of the TSC there is a core committee in the District comprising seven members headed by the ADM & Collector. BDO’s are the implementing agencies. In the blocks, committees are formed in the following manner: -

Rectangular Callout: Block Level TSC Core-Committee

Block Level TSC Core-Committee consists of several members. This committee sits once in a month and reviews the TSC activities in different corners of the Blocks. This committee also chalks out different action plans for implementation of TSC. They also monitoring and inspect TSC works in different GP/ Villages

Rectangular Callout: Sector level TSC Committee

Each block has 6-8 sectors and each sector consist of 6-9 Nos. of GPs/ Villages. The committee sits twice in a month and is responsible for close monitoring of the TSC activities in respective sectors. The committee is directly accountable to the Block level TSC core committee.

There is a GP/ Village level TSC committee and they sit once in a week and implement the TSC activities in the Village/GP.

Each GP/ Village further divided into Ward/ Para level TSC Committee. The ward members in case of Elected GPs and Traditional Group leader in case of ADC villages head Ward/ Para level Committee. This committee is the grass root level committee of TSC activities and accountable to the GP/ Village level TSC Committee. This committee sits twice in a week and submits report to the GP/ Village level TSC Committee in the GP/ Village level TSC Committee meeting.

There are 11 Blocks in the District. All the Blocks in the District started functioning of TSC with an aim of achieving 100% coverage within the stipulated period. Present position of implementation is as follows:

Rajibnagar and Ratanmani GPs in the Satchand Block are the 1st and 2nd GP respectively in regard to full coverage of sanitation. West Jalefa and Bankul Mahamani GPs are the 3rd GP jointly under Satcand and Rupaicharri Block in South Tripura District.

Satchand and Matabari Blocks has shown miracle by achieving 100% coverage in their respective Blocks. Satchand Block has earned the fame of first TSC Block in North–Eastern region and second TSC Block in whole India.
